After the Cold War, the European Union began to develop new mechanisms and instruments for external action, while also enhancing the effectiveness of the stability and prosperity with the domestic space. Following the 2001 terrorist attacks and the Afghanistan and Iraq US-led military campaigns (2001-2003), EU authorities drafted the first European Security Strategy in 2003 and then updated it in 2008. But the current huge and multi-level challenges like the massive immigration, terrorist attacks, economic crisis, British possible exit from the EU and Russia's aggressive stance in the common neighborhood suggest that the EU and its member states should produce a new and more robust, more adapted security strategy with a global and preventive dimensions.
